I usually start with 2–3 ads. On a small budget, testing too many can make the data almost useless.
 
For a limited budget, I’d keep it simple. I normally test 3 ads and put more money behind the one that starts showing better results.
 
I prefer testing 2 ads first. Once I have a clear winner, I create new variations based on what worked instead of testing everything at once.
 
I’ve made the mistake of testing too many ads with a small budget. Each one got so little spend that I couldn't really tell which was better.
