From my experience, a freelancer who asks detailed questions about your audience usually produces much better work than someone who immediately sends pricing. Understanding who you're trying to reach should come before discussing distribution packages.
 
I worked with a startup founder who initially hired the cheapest PR service available. Unfortunately, the final article read more like an advertisement than a legitimate news release. They ended up hiring another writer to rewrite everything from scratch, which cost more in the long run.
 
If your goal includes building credibility, I'd prioritize quality over quantity every time. Being featured on a handful of respected publications can have a much stronger impact than appearing on hundreds of websites that nobody visits.
