I wouldn't increase the budget just because traffic is increasing. I'd first check whether conversions are increasing at a similar or better rate. Otherwise, you're just spending more money.
 
For a small budget, I think focusing on a specific location can help if the business only serves certain areas. There's no reason to pay for clicks from people who can't become customers.
 
I would give each campaign enough time to collect useful data before making big decisions. Constantly changing bids, keywords, ads, and targeting every day can make the results difficult to understand.
 
Another thing I'd test is the landing page itself. Sometimes the ads are fine, but the page has too much information, a weak call to action, or a confusing form. Improving the page can make the existing traffic more valuable.
 
I think PPC and SEO work well together. PPC can provide immediate data about which keywords and messages attract customers, while SEO can eventually bring organic traffic without paying for every click.
