I have found that clear project documentation helps freelancers perform much better. When expectations are written down, there is less confusion on both sides.

Quality and consistency are completely different things. Someone might produce one amazing piece of work, but long-term projects require that quality repeatedly.

I agree that price shouldn't be the main deciding factor. I would rather pay a fair rate to someone reliable than constantly deal with problems from a cheaper freelancer.

I would always ask about their current workload. A freelancer might be great, but if they have too many clients already, your project may not get enough attention.
