I'd also test from another IP or another network. Sometimes personalized search results or previous browsing history can affect how Google serves ads during testing.
 
Make sure your tracking domain isn't being bypassed because of a rule inside the click tracker. Some platforms allow conditional redirects based on device, browser, or traffic source.
 
Have you contacted the tracker provider yet? Since it's Google-certified, they should know exactly how their system behaves with Parallel Tracking enabled or disabled.
 
One thing that helped me troubleshoot was recording the entire request flow using the browser's Network tab. It revealed redirects that were invisible in the address bar.
 
I'd compare the tracking URL you're testing manually with the exact URL Google is using for the ad. Sometimes they're not actually identical because of campaign-level settings.
 
If you're using ValueTrack parameters, make sure none of them are invalid or unsupported. Google occasionally ignores tracking templates when it encounters formatting problems.
