Search intent changes more often than we realize. The same keyword that converted well three months ago may attract a different type of visitor today because people search for different reasons depending on current trends and market conditions.
 
I wouldn't focus only on campaign settings. Check whether your competitors have updated their ad copy, promotions, or landing pages. Even small improvements on their side can reduce your campaign's effectiveness.
 
One thing I've noticed is that campaigns often recover if I leave them alone. Whenever I started making changes every day after restarting, performance usually became even more unpredictable.
 
If the pause lasted several months, I'd almost ignore the previous performance data. Markets evolve so quickly that historical results sometimes become poor predictors of future performance.
